Dr. HAO Zuocheng

Dr. HAO Zuocheng is the founder and executive director of the Center for the Rule of Law and Sustainable Development at the China University of Political Science and Law (“CUPL”), and an adjunct professor at CUPL. He also serves as a research fellow at the Internet Judicial Research Center of the China Institute of Applied Law, which is affiliated with the Supreme People’s Court of China. Dr. Hao focuses on conducting research on cutting-edge legal issues in the development of artificial intelligence and digital economy, providing legal advice to China’s national legislature and the Supreme People’s Court, and offering legal policy solutions to leading Internet companies in the country.
From 1995 to 2014, Dr. Hao served as a senior legislative attorney and director of the second division of the Civil Law Department of the Legislative Affairs Commission under the Standing Committee of the National People’s Congress of China. During this tenure, he participated in the drafting of many important laws and related amendments, including the Contract Law, Property Rights Law, Tort Liability Law, Civil Procedure Law, Copyright Law, Law on Lawyers, and Consumer Protection Law.
From 2017 to 2019, Dr. Hao worked for Didi Global, one of the largest ride-hailing companies in the world. As the founder of the Didi Policy and Regulation Research Institute, he participated in the drafting and research work for various laws, including the Civil Code, E-Commerce Law, Cybersecurity Law, Data Security Law, and Personal Information Protection Law, and provided to the national legislature legislative suggestions that are based on the characteristics of the Internet industry.
Dr. Hao is also an arbitrator of both the China International Economic and Trade Arbitration Commission (CIETAC) and the Dongguan Arbitration and Trade Commission. He graduated from the CUPL with the degrees of LLB (1995) and PhD in law (2017). He has also received master’s degrees from the University of Hong Kong (MCL, 2000), the London School of Economics and Political Science (LLM, 2006), and Stanford Law School (JSM, 2016).
